    In Japan (at least Tokyo anyways) Political parties drive the streets of residential areas with loud speakers yelling slogans as early as 5:00 AM, which is incredibly annoying, but I must say you have my pity for your own experience. What were those guys doing in the lawn chairs? Just enjoying the scenery?
